MUNICIPAL ELECTION DELAY WON'T CALL INTO QUESTION DAYTON ACCORD

SARAJEVO, Aug 28 (Hina) - Most political parties in the Moslem- Croat Federation of Bosnia-Herzegovina on Wednesday welcomed a decision by OSCE mission chief Robert Frowick to delay municipal elections, and international organizations in Sarajevo said that the decision would not call into question the overall implementation of the peace agreement. Early in the morning, IFOR troops dispatched ballot boxes and other equipment for elections to regional OSCE offices in Mostar, Banja Luka and Tuzla, IFOR spokesman Bratt Boudreau told a news conference in Sarajevo. A first group of about 400 international observers arrived in Sarajevo on Wednesday to monitor the general elections scheduled for September 14. Two hundred of them proceeded to Tuzla and 55 to Banja Luka. Frowick, who is also chairman of the Provisional Election Commission, would inform the OSCE Permanent Council in Vienna on Thursday about the situation following the decision to postpone the municipal elections. He was scheduled to discuss the matter with NATO Council members on September 4, and the Contact Group for Bosnia-Herzegovina was also expected to meet on that day, OSCE spokeswoman in Sarajevo Agota Cupermann said. Cupermann said that the conduct of municipal elections primarily depended on the resolving of technical problems concerning voter registration. She added that the international community agreed that the elections should be held as soon as possible. Commenting on the possibility of Bosnian Serb authorities holding municipal elections on September 14, Cupermann said that it would not be a wise decision and that the OSCE would take necessary steps should the Serbs make such attempts. The spokeswoman said that most problems concerning candidates who were not on voting registers had been solved and that about 1,000 out of 8,000 such cases remained to be solved.
