VIENNA, June 7 (Hina) - Bosnia-Herzegovina, Croatia and
Yugoslavia failed to intial an arms control agreement in Vienna
on Friday because they could not agree on the status of the Serb
entity in Bosnia-Herzegovina.
"There is an agreement on arms reduction, but the document
has not been initialled because there is no agreement on the
status of the parties," Croatian Deputy Foreign Minister Ivan
Simonovic was quoted by Reuters news agency as telling reporters
in Vienna.
Simonovic added that there were differences over the wording
of the preamble to the agreement.
The Sarajevo government insisted that the agreement be
signed by three states - Croatia, Yugoslavia and Bosnia-
Herzegovina, stressing that the Serbian Republic could be
considered only as an entity within Bosnia-Herzegovina and not as
a separate state.
"We cannot accept one entity being treated as a state. That
would be in violation of the Dayton agreement," said the head of
Bosnia-Herzegovina's delegation, Mahir Hadziahmetovic.
The arms control agreement was scheduled to be signed in
Oslo on June 11 by foreign ministers Mate Granic of Croatia,
Milan Milutinovic of Yugoslavia and Jadranko Prlic of Bosnia-
Herzegovina.
The arms reduction talks began in Vienna on January 5 under
the chairmanship of Norwegian diplomat Vigleik Eide. They were
sponsored by the Organization for Security and Cooperation in
Europe (OSCE) and were to have been finalized by June 6 under the
Dayton peace agreement.
