TRAVNIK, March 28 (Hina) - The international mediator for the
Moslem-Croat Federation of Bosnia-Herzegovina, Christian
Schwartz-Schilling, said on Thursday that his report on a one-
week visit to the Federation would be discussed by the
governments of the United States and Germany after which all
individuals and parties obstructing the process of strengthening
the Federation could be expected to suffer the consequences.
Speaking during his visit to the central Bosnian town of
Travnik, Schwartz-Schilling said that he would propose that the
towns of Bugojno and Jajce be excluded from international
financial aid programmes.
He said that any obstruction of agreements would be liable
to punishment.
Schwartz-Schilling met local Moslem and Croat authorities in
Travnik to see why the transitional municipal council was not
functioning and to assess compliance with provisions on freedom
of movement.
He described the obstruction by the Moslem authorities of
the return of displaced Croats to their homes as illegal.
Travnik would have to fulfil certain preconditions, first of
all enable Croat refugees to freely return to their homes or to
use any houses and flats suitable for living, before it received
international financial aid, the mediator said.
Moslem leader Mirsad Granov pledged that all vacant houses
would be registered in cooperation with Croat authorities in one
week's time and that displaced Croats would be allowed to return
freely.
