VUKOVAR, Nov 26 (Hina) - The local border traffic regime between
Croatia and Yugoslavia is to take effect on 10 December, the UNTAES
said on Wednesday.
The regime, agreed on by the Croatian and Yugoslav governments, was
announced to take effect on 1 December. However, UNTAES assistant
speaker, Douglas Hoffman, said on Wednesday that the UNTAES had
postponed the deadline due to the slow issuance of border passes,
and due to disputes about who had the right to them.
The contentious issue was whether the passes should be issued to all
people whose residences are on the list of local border traffic, or
those who moved into them, such as Serbs from Knin with temporary
residence in the Danubian area.
The border pass allows a three-day stay in the Yugoslav border belt
without a visa.
It was agreed that all persons with IDs issued in places from the
list, whether or not the place was their residence, could get the
pass, Hoffmann said.
