SARAJEVO, Nov 18 (Hina) - A deputy to the international High
Representative to Bosnia-Herzegovina, Hans Schumacher asked
deputies to the Bosnian Parliament to adopt immediately laws
crucial for the functioning of that country, or the international
community would be forced to take measures aimed at removing
obstacles in the implementation of the peace process in Bosnia.
Addressing the Parliament House of Representatives the German
diplomat said that the laws on citizenship and passports as well as
on the Council of Ministers must be passed until a session of the
council for the implementation of the peace process, scheduled for
early December in Bonn.
By adopting the laws you will give a sign to the international
community that you want to implement the Dayton agreement and that
you will not obstruct the process, Schumacher told the MPs adding
that the opposite behaviour would force the international
community to take measures aimed at preventing the obstruction.
He warned that talks could not last endlessly.
The Dayton agreement will be fully implemented. We want to do it
together with you, Schumacher said adding that the Bosnia was not a
protectorate neither did the international community want it to be
so.
The 42-seat House of Representatives, two third of which consists
of representatives from the Moslem-Croat Federation and one third
of representatives from the Serb entity, began its session on
Tuesday after a two-month break.
Before Tuesday's session, deputies failed to agree on the agenda as
the Serb party insisted that a discussion be held on the package of
the draft laws on the Council of Minister, citizenship and
passports.
However, the draft law on the Council of Ministers has been already
agreed upon and it should be only verified by the Parliament. The
issue of citizenship and passports remains open, because Momcilo
Krajisnik, the Serb member of the three-man Bosnian Presidency,
refused a compromise on the issue, proposed by the High
Representative's Office.
Schumacher said that the proposed compromise was the result of
thorough analyses of experts, which should be acceptable for all
parties.
