SARAJEVO, July 8 (Hina) - A UN spokesman in Sarajevo, Alexander Ivanko,
said on Tuesday that a treaty on establishment of joint police in
Herzegovina-Neretva Canton was not signed due to Bosnia Croat party's
refusal to implement already reached agreements.
Ivanko said at a news conference that the Moslem (Bosniak) party
had completely accepted a treaty, proposed by the international police
(IPTF) commissioner Manfred Seitner, but on Monday Croats did not want
to sign in Mostar an annex to the treaty, which defines the number of
policemen, their national composition and a deadline for the deal's
implementation.
A special envoy of UN Secretary-General, Kai Eide, has again held
talks on this matter with the Croat member of Bosnia's collective
Presidency, Kresimir Zubak.
Ivanko said in Sarajevo that UN and IPTF officials would continue
contacting with the Croat party in order that the treaty be signed.
According to the IPTF proposal, in Herzegovina-Neretva Canton one
policeman will cover 250 citizens, and the ethnic composition will be
determined according to the 1991 census, whereas the entire process
should be completed until September 15 this year.
