ZAGREB, 5 Feb (Hina) - The Republic of Croatia will implement all
conventions it has taken over from the Council of Europe. A working
group is considering the influence of those conventions on
Croatia's legislation, Foreign Minister Mate Granic said during
today's question time in Parliament, answering a question by Srecko
Bijelic (of the Croatian People's Party, HNS), who wanted to know
when Parliament would discuss the Council of Europe Convention on

Milan Djukic of the Serb People's Party (SNS) said that the
largest part of Croatian citizens of Serb descent were living
outside Croatia - mainly in the Federal Republic of Yugoslavia.
Djukic asked whether those citizens who have Croatian documents
would be allowed to enter the Croatian border area and vote.
Vice Premier Ivica Kostovic recalled that the 1991 census is
the basis for the creation of voters registers, adding that all
citizens who lived in Croatia in 1991 have the right to vote. The
issuing of documents in the U.N.-administered area is proceeding
according to plan, Kostovic said.
From the legal point of view, persons who are currently living
in Yugoslavia are refugees and they can be treated in line with the
normalisation agreement between Croatia and Yugoslavia.
Individually, if they have Croatian documents, they can exercise
all other rights, Kostovic said.
