Participants in the meeting, who spoke on condition of anonymity, told reporters that the set-up of the inter-cantonal and inter- municipal coordination, which was not precisely defined whether it was actually the government of the Croat people in the country, meant the abandonment of previously announced establishment of the inter-cantonal council, which was labelled by international officials as an attempt to revive Herzeg-Bosnia (the war-time Bosnian areas controlled by the Bosnian Croat units or HVO) or the establishment of the third entity. According to some opinions, today's decisions could be treated as a gradual abandonment of plans to constitute the permanent Croat self-rule in the Bosnian areas populated Croats, owing to the pressure of the international community.
