A reliable source speaking to the newspaper on condition of anonymity
said the departure of incumbent U.N. civilian administrator Harri
Holkeri was definite and that U.N. Secretary-General Kofi Annan had
circulated an internal letter to the Security Council seeking
agreement for the appointment of former Russian Foreign Minister
Ivanov.
All Security Council members have reportedly agreed, including the
United States, the source said, adding that Washington had consented
to Ivanov's appointment on condition that Holbrooke, formerly the
chief U.S. diplomat for the Balkans, became his deputy.
