Speaking on Radio Montenegro, Djukanovic said he was an "incorrigible integralist" and that after taking responsibility for its European future by becoming independent, Montenegro should demonstrate its European integralist capacity by opening to other states in the region, creating free trade zones and through other forms of political communication.
Djukanovic said the referendum on Montenegro's independence would not be delayed because local elections were expected to be held in May and parliamentary elections in September or early October 2006.
He said Podgorica would accept only those recommendations of the Venice Commission about the conditions for organising the referendum which are recognised by the European democratic practice and not new solutions.
