He was speaking at a rally in Cetinje organised by the Movement for an Independent, European Montenegro, officially launching the second stage of a referendum campaign.
Krivokapic recalled that Montenegro had postponed stating its position on independence a number of times for various reasons.
"We helped everyone, but there is no more delaying," he said, adding that the only way to Europe was through Cetinje and that one did not start European integration without one's own identity.
Movement coordinator Branko Lukovac said Montenegro had to overcome internal divisions and underlined that it must secure a dignified place in the international community.
Although his attendance had been announced, Prime Minister Milo Djukanovic did not attend the Cetinje rally.
The second stage of the referendum campaign envisages intensifying communication with the public, public rallies and concrete field work.
