PODGORICA, Sept 22 (Hina) - The Montenegrin Parliament has for two
days been debating on whether Montenegrin President Filip Vujanovic violated
the Constitution by making an agreement with Croatian President Stjepan Mesic
regarding compensating war damage to Croatia in the amount of EUR400,000 for
cattle which was transported from the southern Croatian area of Konavle to
Montenegro in 1991. The debate was held at the initiate of the
Opposition in the Montenegrin Parliament.
The Opposition believes that Vujanovic exceeded his constitutional
authorities and that by making this deal he admitted Montenegro's
responsibility for war destruction at the Dubrovnik front.
Vujanovic dismissed these accusations saying that his mediation was of
a human and moral nature and that it was aimed at promoting good neighbourly
relations with Croatia. He said that international officials praised Montenegro
for making this agreement, describing it as an excellent diplomatic move.
The debate will continue on Monday.
