Following the decision of the Bosnian Serb parliament to reject a police reform bill, proposed by the Council of Ministers of Bosnia-Herzegovina, the OHR issued a statement on Wednesday saying that this move ruled out any possibility for further talks including negotiations on Bosnia's integration with the EU.
In light of the fact that the delegation of the Republic of Srpska does not give any other proposal which would meet requirements of the European Commission, there is no basis for the continuation of institutionalised negotiations, the OHR said.
The OHR pointed out the Serb Democratic Party (SDS) as the most responsible for thwarting the police reform.
Following suggestions from the European Commission, the Council of Ministers of Bosnia-Herzegovina, i.e the Bosnian government, has proposed an agreement under which the powers of the entity police forces should be transferred to the state level, the police forces should be freed from political influence and the boundaries of police regions should not coincide with those of the country's two entities. These proposals were turned down by the Serb entity's parliament on early Wednesday.
