Monsignor Skvorcevic said, among other things, that only parts of the government's four agreements with the Holy See were being implemented.
The president of the government's commission, Culture Minister Bozo Biskupic, said the government was aware of problems in the implementation of the agreements, but added it was doing its utmost to have the agreements implemented.
The session also addressed the restitution of seized Church property, including books seized during the communist rule.
The participants also talked about the position of the Catholic Church in the Croatian society.
