Wisner, who was on a two-day visit to Pristina, said the sovereignty of Serbia over Kosovo was changed with the adoption of the United Nations Security Council's Resolution 1244.
"It is not a matter of Serbian sovereignty, which changed when the U.N. agreed on 1244," Wisner was quoted by Reuters as saying.
Resolution 1244 was adopted in June 1999 after 78 days of NATO air strikes against Serb forces that were accused of atrocities and ethnic cleansing in a two-year war with Kosovo Albanian guerrillas. Ten thousand Albanians died. The resolution placed Kosovo under U.N. stewardship, Reuters recalled.
We are near the end of the road of reaching a decision which will be important for Kosovo, the U.S. official said, adding that the province's final status will mean that the dreams of Kosovans finally come true.
He also pledged the further engagement of his country in the Kosovo process.
Sejdiu thanked the United States for the support it had so far offered.
He underlined that it was important to complete the process this year with a decision on Kosovo's independence.
Wisner also held separate talks with political parties, representatives of some local units of government and Kosovo Serbs.
