He said the public supply procedure had been violated on many occasions, adding that where there was no procedure, there was no democracy.
Asked to comment on the fact that Slovenia made the solving of the Ljubljanka Banka issue conditional to Croatia's joining the European Union, Mesic said it made no sense because Slovenia could neither accelerate nor stop Croatia's joining the bloc.
Mesic believes that Ljubljanska Banka should compensate its old clients by taking a loan with state collateral, adding that the bank would be able to reopen its branch in Croatia.
If this issue isn't solved. as well as the border issue, the two countries need to approach arbitration, Mesic said.
