Rehn told local media that the Agreement would provide a stable framework to continue with the economic, political and institutional development of Montenegro.
Rehn added that the SAA was the first step towards candidate status on condition it was appropriately implemented.
In this equation, a sound and reliable administrative capacity is important. That is why the EU continues to underline the importance of Montenegro continuing with the improvement of its legal, political and administrative capacities, Rehn said.
