BRUSSELS, March 6 (Hina) - The state secretary at the German Foreign Ministry, Guenther Gloser, said in Brussels on Tuesday the issue of the judiciary was of vital importance for Croatia and that its outstanding border issue with Slovenia was a bilateral one.

Gloser was speaking after a meeting of the Stabilisation and Association Council, a Croatia-EU body in charge of monitoring the implementation of the Stabilisation and Association Agreement.

Croatia's Foreign Affairs and European Integration Minister Kolinda Grabar-Kitarovic said Croatia appreciated the support Slovenia was offering on its road to EU membership. She too said the border issue was bilateral, citing the EU negotiating framework for Croatia.

Grabar-Kitarovic said bilateral issues were not part of the acquis communautaire or of accession negotiations, but that Croatia wanted to close them as soon as possible. She recalled that Croatia had suggested the issue be put to an international court if no agreement could be reached on the bilateral level, although Slovenia had not officially accepted this.

In a joint statement issued after the meeting, the Stabilisation and Association Council applauded the continuation of Croatia's full cooperation with the Hague war crimes tribunal, underlining its importance. Despite progress in the last year, further improvement is necessary in war crimes investigations and trials in Croatia, the statement said.

It also welcomed the progress in refugee return and the reconstruction of houses and their restitution to owners, and underlined that the implementation of the housing programme for former tenancy rights holders should be full and effective.

The Council noted the progress achieved in minorities' rights, notably regarding Roma.

The statement said the Council was pleased to note that Croatia had improved its capability of assuming EU membership obligations.

Certain progress has been achieved in most areas, but further sustainable efforts are necessary on the overall level of adjustment and administrative capabilities, the statement said, adding that the Council attached special importance to issues related to agriculture, veterinary medicine, the phytosanitary policy and food safety, social affairs and employment, the environment, the judiciary and interior affairs.
