Solana told the press a brief postponement would be acceptable for the EU, foreign news agencies said.
He mentioned a delay of about one week, underlining that Serbia should use that time to form a new parliament and renew the term of its negotiating team for Kosovo.
Solana said the EU continued to support processes in Kosovo and Kosovo's leaders, but also demanded they be more responsible and committed to meeting international standards.
After talks with Kosovo President Fatmir Sejdiu and members of Kosovo's team for negotiations on the province's final status, Solana told the press the EU would take an active role in the determination of the status.
He said it was not his duty to decide how consultations would continue and how long they would last, but added he wished both Pristina and Belgrade to be involved in them.
Solana also held talks with political representatives of Kosovo Serbs and was due to meet Serbian officials in Belgrade in the afternoon.
