Shipyards, steel industry and HRT important topics for talks on Competition Policy

ZAGREB, June 29 (Hina) - The three most important topics within Croatia's European Union accession negotiations within Chapter 8 on Competition Policy will be state shipyards, steel industry and the financing of the Croatian national broadcaster (HRT), the head of the Croatian Competition Agency, Olgica Spevec, told a round table discussion, organised by the Banka and the Poslovni Dnevnik magazines in Zagreb on Tuesday.

The Chapter 8 on Competition Policy as well as the Judiciary and Fundamental Rights and Foreign, Defence and Security Policy are to be opened at an intergovernmental accession conference, set for Wednesday.

Spevec said that the restructuring of state shipyards must be carried out in order to enable them to operate without unacceptable state grants.

Such grants are not allowed in the European Union and other countries had to terminate them. Some of the countries abandoned strategic subventions to their national shipbuilding industries, according to Spevec.

Shipyards that could not be restructured must go into official receivership, she said.

When it comes to the steel industry, negotiations will revolve around grants the government gives to the Split ironworks.

As regards the HRT, the monthly subscription to the national broadcaster will be the topic of Croatia's negotiations with Brussels, she said.

Spevec said that the Competition Agency had established that radio and television subscription was a state grant, However, the draft legislation on the HRT, which was in procedure, was in accordance with the European Commission's requirements, she added.

An unofficial confirmation has been forwarded to the Agency that the draft HRT bill was in compliance with the EU standards when it comes to state subventions.
