The existing law was adopted in 2003 and was a step forward in accepting the fact that public information must be available to the public, Administration Ministry State Secretary Edmond Miletic told the debate.
However, the shortcomings of the act which became obvious in its enforcement should be eliminated, he said.
Draft amendments stipulate, among other things, the establishment of the post of information commissioner who will deal with complaints, Administration Ministry official Bojana Kovacic said.
The commissioner is to be appointed by the parliament after applications are invited.
Draft amendments also provide for sanctions against responsible people who fail to provide on time reports on the implementation of the relevant act.
