"That was the beginning of the Croatian statehood and a new national history," Josipovic told reporters after the commemorative event.
He said that the first make-up of the Sabor deserved the highest marks as law-makers had worked in difficult circumstances.
"Anyway, the Sabor was a linchpin of the Croatian democracy both when it was difficult and when it was easier," the president said.
PM Kosor described the early 1990s as very hard times in which the Croatian people was guided by pride and patriotism.
