The tender for the land lease was announced by the town of Benkovac, southern Croatia.
SDSS Vice President Milorad Pupovac told a news conference in Zagreb on Friday that the Croatian state had in recent years registered itself as the owner of some land plots which used to be treated as socially-owned plots, failing to check in cadastral and land books whether it was encroaching on private property.
"What should be checked is whether the real owners are natural persons, that is refugees who cannot know what is going on with their property," Pupovac said.
He said that the SDSS would write to Prime Minister Jadranka Kosor, relevant ministers as well as to the Office of the Chief Stater Prosecutor (DORH) about this problem and urge them to prevent further detrimental acts in contravention of the rights and interests of landowners in areas where refugees are expected to return.
Another SDSS official, Ratko Gajica, said that the contentious land lease tender in Benkovac over 20 years "anticipates an unjust solution" which he labelled as an act of seizure.
