"We can look on this set of measures as urgent financial aid for the member states in a health crisis, primarily through amendments to the existing multiannual financial framework," she added.
She said some €60 billion would be released from the European Social Fund (ESF), the European Regional Development Fund and the Cohesion Fund.
Brnjac said the EP was also expected to adopt amendments to the European Maritime and Fisheries Fund and the ESF to help the most vulnerable citizens.
All projects this year will be fully financed from EU funds, "without the 15% national co-financing," she added.
