The network was established in 2004 and is based in Ljubljana as the result of years of ties between 31 theatres and theatre festivals from fourteen countries in the Balkans, Central and Southeast Europe and a joint decision to institutionalise their cooperation.
Today the network has 67 members from 19 countries, including Zagreb's Gavella Drama Theatre, the Rijeka International Festival of Small Scenes, the Eurokaz Festival, the Zagreb Youth Theatre (ZKM) and the Istrian National Theatre in Pula.
