ZAGREB, April 22
(Hina) - President Ivo Josipovic has said that the
aim of launching a discussion on comprehensive changes to the
Constitution, including regulations on local self-government, is to
reach a more efficient and better model enabling the local authorities
to manage their own affairs and making sure that the local units won't
hamper the central government's decision-making.
