Parliamentary working group suggests 40% referendum turnout

ZAGREB, Nov 14 (Hina) - A parliamentary working group drawing up draft constitutional changes agreed on Thursday that the Constitution stipulate a turnout of 40 per cent for a referendum to pass and that the number of signatures required to call a referendum be lowered to 200,000.

The current turnout threshold is ten per cent.

The changes were moved by Dragutin Lesar of the Labour Party.

He said the Constitution should also define the topics and areas which could not be subject to referendums, such as human rights and freedoms, taxes, the state budget, and international commitments.

Lesar also suggested that the constitutional changes be passed together with a new constitutional law on the Constitutional Court and a referendum law.
