"The news was terribly bad today for cotton," said Refco Inc analyst Ann Prendergast. "China import quotas make everyone worry U.S. exports might be in jeopardy." Benchmark March cotton closed 0.30 cent lower, at 65.94 cents, its lowest settlement since January 29, after ranging between 66.05 and 65.60 cents. Second-month May fell 0.54 cent to 67.13 cents, while the remaining months finished unchanged to down 0.70 cent. On Tuesday, Chinese traders said cotton imports into China had slowed sharply because of uncertainty about the government's plans to issue import quotas. The traders said cotton imports were piling up at Chinese port warehouses while buyers waited for the issuance of quotas. The quota system is the latest element of the government's policy to promote the use of domestic cotton over imports in the face of mounting stocks of Chinese cotton. "The uncertainty is still there," said one trader. "People think there will be cancellations to China." He added, "If you're going to worry about something, I guess it's as good as anything else, but it's nothing new. I think there's just a bearish overall atmosphere." In other news from China, the China Enterprise News reported Tuesday that supply of cotton in China is expected to meet demand of 5.0 million tonnes this year. Cotton output in China was expected to reach 4.0 million tonnes in 1998, the newspaper said. But total supply of cotton, which included stockpiles, would reach 5.0 million tonnes this year, it said. Traders await the weekly spec/hedge report due before the opening bell on Wednesday. They expected the NYCE data to a reduction in the speculative net short position to around 10 percent, compared with 16.5 percent the previous week.
