CRO ARMY COLONEL ACCUSES UNPROFOR OF COMPLICITY WITH SERBS

ZADAR, Sept 2 (Hina) - Serb irregulars in Un Sector South were blatantly violating the March 29 Agreement on the Cessation of Hostilities in Croatia, in which they were being overtly assisted by UNPROFOR, Col. Ivan Zelic, deputy commander of Split-based Croatian army, told Hina today. Zelic said the Serbs used Croatia's adherence to the agreement to fortify their previous positions in the disengagement zone. Under the agreement, the disengagement zone should be demilitarised and placed under exclusive UNPROFOR control. According to Zelic, the Serbs paid particular attention to fortifying positions in the Sinj area. UNPROFOR trucks were seen carrying sand and machinery to speed up the fortification works in this area. According to Croatian army intelligence, the Serbs have kept their personnel and anti-aircraft weaponry at the most strategic points in the disengagement zone, in Sector South. This zone should have been vacated under the agreement. Frequent Serb patrols in the zone constituted yet another violation of the cease-fire. Col. Zelic complained that UNPROFOR tended to play down Serb violations of the agreement. "UNPROFOR's attitude can hardly be called neutral - it's an overt partisanship with the occupying Serb forces," Zelic said, adding that UN spokesman Alun Roberts was "most partial" in reporting any incidents. "Instead of preventing Serbs from blatantly violating the agreement, UNPROFOR is insisting on the implementation of the third stage," Zelic said. "The third stage cannot be considered, let alone implemented, unless the Serbs comply with the first and second stages. We favour the implementation of the agreement, but the Serb side only wants to freeze the present disengagement zone as a permanent border," Zelic concluded. (hina) jn as sd 021546 MET sep 94
