ZAGREB, Aug 2 (Hina) - UN convoys and personnel are subjected to
"unacceptable restrictions of their freedom of movement," at seven
crossings controlled by the Croatian Government, UNPROFOR spokesman
in Zagreb Paul Risley told a news conference on Tuesday, adding
that the remaining crossings to the UN Protected Areas in Croatia
were still blocked.
"We are concerned about the fact that the Croatian police
failed to observe yesterday's deal as well as earlier agreements,"
he said.
Risley said UNPROFOR and the Croatian Government disagreed
over the interpretation of the clauses relative to the search of UN
vehicles. The Croatian government's view is that the agreements
give the Croatian police the authority to search the vehicles,
while UNPROFOR considers that the search should be conducted by UN
personnel, with the Croatian police acting only as observers. The
matter came up at yesterday's meeting between Croatian interior
ministry officials and UN Deputy Force Commander Gen. Ray Crabbe,
and another meeting was called for this afternoon, Risley said.
"Gen. Crabbe is going to demand the opening of all 19
checkpoints and the return to the status quo under the March 29
cease-fire agreement," Risley explained.
If the blockade continues "we are ready to call the Secretary-
General and the Security Council to our aid," since the
restrictions greatly complicate UNPROFOR's task, Risley concluded.
