CROATIAN GOVERNMENT DOES NOT BACK REFUGEES' PROTESTS AGAINST UNPRO

UNPRO $ FOR ZAGREB, July 14 (Hina) - At today's session the Croatian government adopted a national programme on the return of the displaced persons and refugees. The implementation of the programme should be considered at each next session of the government, and a ministry of reconstruction and refugees' return should be soon formed as well. According to the Deputy Prime Minister, Ivica Kostovic, the national programme on the refugees' return contains the pilot programme about return of the displaced persons to the towns and villages under control of the Croatian government. Minister Kostovic pointed out the villages of Lipovac and Tinj, eastern Croatia, as the places where exiled people could come back only if U.N. Protection Force (UNPROFOR) showed the minimum of good will. Minister Kostovic added that one of the burning issues and the most painful problems the government was facing was the search for the missing and detained persons. According to the reports available to the government, there are 2,861 people registered as missing or taken away by force. Croatian Prime Minister Nikica Valentic said at the session that Croatia had taken on some commitments toward UNPROFOR, which it had to carry out. The government cannot support the protest activities of the displaced persons against UNPROFOR, although it considered the actions to be justified and understandable, the Croatian Prime Minister also said. With reference to it Croatian Foreign Minister Dr. Mate Granic stressed that UNPROFOR should be now enabled to fulfill its tasks, while the Croatian Parliament was scheduled to discuss the question of UNPROFOR in September and to decide on it then. 141704 MET jul 94
