ZAGREB, May 4 (Hina) - Croatian Foreign Minister Mate Granic yesterday forwarded a letter to French Foreign Minister Alain Juppe, who doubles as the President of the EU Ministerial Council, German Foreign Minister Klaus Kinkel and member of the European Commission Hans van der Broek, informing them that the Croatian police and military action along the Zagreb-Lipovac Highway had been successfully completed. "The Zagreb-Lipovac Highway will be re-opened today and the railway in the next few days," Granic announced. "In some important places in Western Slavonia, elementary civil authority has already been established. The Republic of Croatia is ready to admit and enable the presence and activity of international monitors in the liberated area immediately, including the unimpeded activity of the civilian sector of UNCRO," Granic said. Members of Serb irregular units, except for war criminals, had been promised amnesty and Croatian Serb citizens in the liberated area had been offered complete security. The Republic of Croatia was fully ready to restore social life in the areas in which the Croatian authority had been established on May 2; this included the return of all refugees, the restoration of communications, health care and school systems as well as the pension system, Granic said. Granic further informed his colleagues in detail about the terrorist attacks on towns and civil targets in Croatia, including rocket attacks on Zagreb on May 2 and 3. Croatia had firm evidence that the orders for the Zagreb attack had been given by Milan Martic and General Milan Celeketic, Granic said. Croatia had not responded to these terrorist provocations, showing its readiness to participate in a peaceful reintegration, but it would firmly react to undoubtedly terrorist attacks and provocative violations of the agreements and arrangemments achieved, Granic said.
