CROATIAN PRESIDENT'S STATEMENT AT UN SUMMIT ON POVERTY

COPENHAGEN, March 12 (Hina) - Croatian President Franjo Tudjman today addressed the World Summit for Social Development in Copenhagen. Following is the unofficial version of the statement of the Croatian President presented at the Meeting of Heads of State and Government on Sunday, March 12, 1995. "Mr. President, Ladies and Gentlemen, We have gathered here, at the invitation of the United Nations in order to give a new momentum to the efforts aimed at enhancing social development throughout the world so that all men, women and children may exercise their right to live in human dignity and utilize the resources given to humankind, but doing it with responsibility towards others, especially those who are less fortunate, underprivileged and living in poverty. Today we will commit ourselves, our Governments and our nations to the noble goals defined in the Declaration and the Programme of Action. These documents comprise a comprehensive list of goals and commitments for the future. However, they will not be easy to realize. We should not deceive ourselves that the road before us is easy, but we should not be discouraged and disillusioned either by the obstacles that we might encounter or by the slow progress of our endeavours irrespectively of our sincere efforts to see them realized. The terrible events in the course of human history: wars, famine, poverty, social injustice and discrimination, have a long record. Our efforts to eliminate them, as major sources of social distress and instability, will have to be permanent, relentless and uncompromising, but they will necessarily require time to succeed. The Republic of Croatia welcomes the commitments of the international community to alleviate human plight and to create a better world. Croatian nation, although one of the oldest in Europe has, after centuries again constituted in 1990 its independent democratic and social state which has committed its national life to freedom and human rights of all its citizens and residents as well as of all human beings, paying special attention to their economic, social and cultural rights which are the subject-matter of this Conference. Therefore, we fully support the Conference and its political, economic, ethical and spiritual vision of social development based on peace, human dignity, protection of human rights, equality, democracy, mutual responsibility, cooperation and respect of different cultural, ethnical and religious values. Croatia has already at the national level created the necessary legal requirements for the achievement of the goals of social development which its citizens are expecting in the near future: rule of law, access to justice for all, democratic organization of the State with free and representative organizations of civil society, open and free markets, promotion and stability of investments, social programmes for socially handicapped people, protection of human rights and rights of minorities and ethnic communities, culture as a factor of social development and tolerance, disease and drug-abuse control. However, we have not been able to turn all our good intentions and determination into reality throughout the territory of Croatia, owing to the occupation of part of it, first by the former Yugoslav army and later by the rebel Croatian Serbs (who account for less than a half of the total Serb population of Croatia), whose leader are trying, with the help and incentive from abroad, to secede and incorporate the occupied parts of Croatia into Greater Serbia. As a result of this occupation and ethnic cleansing, besides thousands of killed and wounded, Croatia has still more than two hundred thousand internally displaced persons and cares for about two hundred thousand refugees from neighbouring Bosnia and Herzegovina. These unfortunate people pose an additional heavy burden for Croatia in spite of the help given by the international humanitarian organizations and other non-governmental bodies. Therefore, our top priority is the peaceful reintegration of our occupied territory and the return of refugees and displaced persons to their homes. However, in order to achieve the goals of our Conference on a global scale we must not forget some of the basic principles the existence of which is the precondition of social development at the international as well as at the national level. The first of them is the upholding of the sovereignty, territorial integrity and independence of States, as well as observance of international law and of the Charter of United Nations, because there can be no social development in an atmosphere of instability, conflict and, worst of all, armed hostilities. Secondly, the consequences of acts of aggressive policies and armed conflicts have to be redressed by the active involvement and help of the international community, so as to allow for economic progress in peaceful conditions. Refugees and internally displaced persons must be allowed to return to their homes and have to be given assistance for a smooth reintegration into their society. Thirdly and finally, the creation of a just new international order in which there will be no fear of aggression and unjustified ambitions for political dominance by any foreign power is the priority task of the whole international community. If these preconditions are met, the desired social development will be feasible! Without them our efforts will be doomed! We can look forward to a better future only if the necessary political atmosphere prevails in the international community, which will make the achievement of the ideals of social justice, democratic society, tolerance, solidarity and respect of the human being possible. We have look forward to this goal with optimism, but we also have to be patient and spare no efforts in the quest for a better world in which dignity of human life, and not poverty, will prevail," the statement concludes.
