CROATIAN PARLIAMENT COMMITTEE SAYS Z-4 PEACE PLAN UNACCEPTABLE

ZAGREB, Feb 28 (Hina) - The Croatian Parliament committee for the Constitution and political system said today that the Zagreb Four contact group peace plan was unacceptable and impossible to implement. The discussion on the Z-4 draft agreement was opened by experts on constitutional law. Smiljko Sokol said that to sign the Z-4 plan would mean to recognize a Serb entity that emerged as a result of aggression against Croatia. Veljko Mratovic said that only European standards for the protection of minority rights were acceptable to Croatia. Srecko Bijelic of the Croatian National Party (HNS) said that the Z-4 plan degraded the UN Charter and that it reflected the reluctance of Europe and the international community to address the cause of this war of conquest. Tomislav Sutalo of the Croatian Independent Democrats (HND) said that Croatia should take the initiative and propose a plan for the reintegration of occupied territories. Committee chairman Sime Djodan said that the plan was unacceptable and that it should be checked whether Z-4 ambassadors had support from their governments. (hina) mm vm 281914 MET feb 95
