VOJVODINA REFORMISTS WRITE TO CROATIAN PRESIDENT

ZAGREB, Jan 15 (Hina) - The Democratic Party of Reformists from Yugoslavia's northern province of Vojvodina on Saturday wrote to Croatian President Franjo Tudjman presenting its proposal for the resolution of Serbian-Croatian relations. The letter, signed by the party's leader Dragoslav Petrovic, was published in today's issue of the Croatian daily Vjesnik. A copy of the letter was also forwarded to the presidents of Serbia and Yugoslavia, and to all international factors involved in resolving the crisis in the former Yugoslavia. The letter stated that the desintegration of the old Yugoslav federation was an undisputable political reality and that new integrations in the region could not be expected in the foreseeable future. Vojvodina's reformist argued that the settlement of Serbian- Croatian relations was a precondition to the establishment of peace, political stabilization and development of democracy in the area of the former Yugoslavia and the entire Balkans. They proposed a number of steps towards such a settlement, including the mutual recognition of Yugoslavia, now comprising Serbia and Montenegro, and Croatia; the restoration of economic and technological relations; the reopening of all road and rail links between the two countries; the cancellation of visa requirements and customs on commodities, services and transport; the possibility of dual citizesnhip; the settlement of all disputes by arbitration; and the restoration of cultural and sports links. The letter said priority should be given to the return of refugees and displaced people to their homes and the return of their property. The letter also called for the political, national, social and cultural rights of the Serb community in Croatia and the Croat community in Yugoslavia to be regulated according to E.U. standards.
