U.N. VIOLATES ITS OWN RESOLUTIONS FOR POLITICAL ENDS, NOBILO SAYS

ZAGREB, Jan 6 (Hina) - The United Nations regarded as serious, Croatian Parliament's decision not to agree to extending the UNPROFOR mandate and the possiblity of President Tudjman taking decisive steps regarding the mandate. The Croatian Parliament move has resulted in a hasty attempt by the UN to work out details to implement the economic agreement, Croatian Ambassador to the UN Mario Nobilo told a late night Croatian television news programme yesterday. "However, Serbs have no such intentions (to abide by the agreement) - they're obviously buying time and by offering some token gesture, they're attempting to have the mandate extended," Nobilo said. "This is a higly serious situation and in the next few days it will be clear in which direction the situation is progressing," he added. Asked about Croatia's choices regarding UNPROFOR, Nobilo said there were several options but these would depend on developments between now and January 10. "I believe this is the last UNPROFOR mandate of this kind, if not the last mandate at all," Nobilo stressed. Commenting on a report the UN Secretary-General was to submit to the Security Council on a blockade being enforced against Bosnian Serbs, Nobilo referred to part of the report which dealt with the 'scandalous' supply of oil to Knin Serbs. "This report clearly says that from a legal point of view the oil delivery is not quite right but that it was necessary for pragmatic political reasons," Nobilo said. "In other words, it's fine for the UN to violate Security Council resolutions since the co-chairmen (Owen and Stoltenberg) liked the idea of rewarding Serbs every so often," he said. Refering to the report, he said Serbs were rewarded with oil supplies so they would sign the Zagreb ceasefire agreement. "I think it highly unacceptable that the Secretary General, who is supposed to ensure that Security Council resolutions are implemented, admits that they're being violated for 'political and pragmatic reasons'. This, of course, undermines the credibility of the resolutions and the entire peace process," Nobilo stressed. (hina) jn sd vm 061310 MET jan 95
