CROATIAN GOVT OFFICIALS, REBEL SERBS HOLD INFORMAL TALKS

DIVULJE, Jan 5 (Hina) - Croatian government and UNPA Serb officials today held an informal meeting at a UN base in Divulje which did not produce any results, a Croatian negotiator said. The head of the Croatian National Security Office, Krunislav Oljuic, said conditions on the composition, jurisdiction and work of the joint commission were not fulfilled as chief Serb representatives, including Milan Babic, failed to attend. Olujic described Babic's proposal that talks be held tomorrow in the Serb stronghold of Knin as politically unacceptable and hypocritical. He added that Croatia could only accept Split as the venue of tomorrow's talks. International mediator Kai Eide and UNPROFOR civil affairs chief Michael Mossali agreed that conditions for talks of the joint commission for implementing the December 2 economic accord were not fulfilled. They said they tried to persuade the Croatian delegation to continue talks in Knin. Today's meeting had to be interrupted several times as UN officials were trying to contact Babic on the phone and get him to come to Split. Olujic described this as UNPROFOR's last attempt to achieve some results before its mandate expired. The absence of chief Serb negotiators was seen by Croatian delegates as the obstruction of the December 2 economic agreement, which is a prelude to a political settlement, including the peaceful reintegration of the UN-protected areas into Croatia's constitutional and legal system. Other Croatian officials involved in today's talks were Assistant Interior Minister Josko Moric and Bozo Kolega of the Croatian electric utility.
