October next year, at the time when France is to preside over the pan-European organization.

According to the decision, the second summit is to take place
in France.
In his speech at the beginning of the 99th session of the
Committee of Ministers, Croatian Foreign Minister Mate Granic, who
took part in the meeting for the first time as a minister of a
full-member country, supported the suggestion for the second
summit.
The summit is to give the Council of Europe "a wanted
political dimension necessary for facing new challenges," Granic
stressed.
The general stance was that after the period of its expansion,
the Council of Europe had to start a phase of strengthening its
principles.
The model of European security for the 21st century had to be
searched for in the cooperation between the Organization for
Security and Cooperation in Europe (OSCE) and the Council of
Europe, most of the foreign ministers and their standing
representatives agreed.
