negotiator for succession, Sir Arthur Watts.

legal issues, on Monday visited the special negotiator for

Today's meeting was part of the fourth round of bilateral
talks on succession since Watts' appointment to the post of special
negotiator. The basis of today's discussion was a framework
document by Watts, in which he summarized stances of all successor
states. The Croatian delegation gave a detailed presentation of
their government's stance.
The main problem in the current phase of preparations for
succession is the definition of state property, despite the fact
that Croatia, Bosnia-Herzegovina, Macedonia and Slovenia have
harmonized their views on the issue. Sir Arthur Watts will soon
visit Belgrade in order to try and harmonize this and other open
questions.
