headed a Croatian delegation within the Implementation Committee
for Health Care, Croatian Health Minister Andrija Hebrang told a
press conference in Osijek that the talks had failed. #L#
'Today's talks in Vukovar should have been the turning point
in the reintegration of the local health system into Croatia's
health system', Hebrang said, adding that so far 23 meetings had
been held and none of them had yielded any results.
'Before today's meeting of the implementation committees for
health care, I talked eye to eye for an hour with the head of the
Serb negotiating team, Dr Vojislav Stanimirovic. I informed him
about what we wanted and what we offered', Hebrang said, adding
that the members of the Serb negotiating team had refused to talk
with the members of the Croatian delegation, Dr Juraj Njavro and Dr
Vesna Bosanac, who is the official head of the Vukovar hospital.
Dr Stanimirovic had said that it was not his decision but the
decision of his delegation, Hebrang said, adding that Croatia would
not tolerate this since it accepted to talk 'even to war criminals
like Goran Hadzic'.
The Croatian side had offered three proposals to the Serb side
and determined the time and place of implementation as well as the
persons who would head the implementation process.
The proposals included health insurance for the local
population, the estimation of damage on medical facilities, their
reconstruction and equipment and the opening of health offices in
Vukovar and Beli Manastir, where citizens with Croatian health
cards could chose the place of medical treatment, Hebrang said.
Dr Stanimirovic agreed with all proposals, adding that the
agreement could still not be reached since his team refused to talk
with Dr Njavro and Dr Bosanac.
'As we still want to cooperate, we agreed to hold the next
meeting in Zagreb but not on the state level, but on the level of
technical teams', Hebrang said.
Asked what would happen if the Serb side refused to negotiate,
Hebrang said a UNTAES official told the Croatian delegation 'to
take their future into their own hands, since after the expiry of
UNTAES mandate Croatia will have to solve the question in its own
way'.
The Croatian delegation had not been allowed to visit Ovcara
to pay tribute to the victims of terror, Hebrang said.
The members of the Croatian delegation, Juraj Njavro and Vesna
Bosanac spoke about their impressions of the visit. Dr Bosanac and
Dr Njavro said their houses had been destroyed, but Dr Bosanac said
she was sure she would soon work in Vukovar hospital again.
