The letter, signed by High Representative Carl Bildt, IFOR
commander Admiral Joseph Lopez and OSCE mission chief Robert
Frowick, cited cases of Bosnian officials trying to prevent the
opening of TVIN.
The letter emphasized commitments arising from an August 6
decision by the Provisional Election Commission that the government
of Bosnia-Herzegovina would ensure without delay all necessary
permits for the work of the independent TV network.
The three officials urged the Bosnian government to remove all
obstacles so that TVIN could start functioning before the general
elections scheduled for September 14.
