ZAGREB, 27 Aug (Hina) - The President of the Federation of Bosnia-
Herzegovina, Kresimir Zubak, commented on the postponement of
Bosnia's municipal elections in tonight's central news broadcast on
Croatian television. Conditions for the implementation of municipal
elections had not been created since the administrative
organisation had been taken over from the previous system, and that
organisation had not been coordinated with the Washington and
Dayton agreements, Zubak said. #L#
That was the reason why the Croat side had demanded that new
municipalities be organised or that the existing ones be
reorganized, but those requests had, on one side, been approved and
on the other side ignored, Zubak said.
It was obvious that numerous voters had chosen Form P-2, which
meant that they wanted to vote in municipalities in which they had
not lived before, Zubak said.
Those data pointed to the fact that many new voters had
registered on voters' lists, he said, adding that similar things
had happened in Sarajevo, although they had not been adequately
covered in the media.
Some 50,000 to 60,000 voters had registered in Sarajevo
municipalities, and some 20,000 voters had registered in Tuzla,
Zubak said, adding he did not claim that the Party of Democratic
Action (SDA) was 'suggesting to those people to register for voting
but it is a fact that a huge number of people for whom I am sure
that they are Bosniac-Muslims, have decided to vote using Form P-2,
which means that they have used their right to make a decision'.
One could not say that 'such a choice is completely wrong,
since it secures a free choice of future place of residence', Zubak
said, adding that the postponement of municipal elections was not a
good solution because 'we will face the same problem in two or six
months'.
