The voter has the right to return to the municipality in which
he lived in 1991 and vote there if he thought he had filled in the
form P-2 under threats or force. The voter does not need any form
if he decides to return and vote in the town in which he lived in
1991. In case he decides to return and vote in the town or village
in which he lived in 1991, he has to show some of his
identification documents - his ID, passport, driver's license,
military service and identification record card, birth certificate,
citizenship certificate, health card, residence certificate, and
certificate on changes of name or a statement given in the presence
of witnesses.
No one can vote on two locations, the statement said.
If the voter wants to file a complaint because of threats or
intimidation he had been exposed to in order to sign the form P-2,
he has to file his complaint in writing to the Election Appeal
