MOSTAR, 16 Aug (Hina) - Special representative of the European Union in Mostar, Martin Garrod, on Friday stated that the aim of his mission was to establish fully stable and united administration in Mostar by 31 August at the latest.
According to Garrod, the establishment of such administration would enable the withdrawal of the European Union from the city.

Union in Mostar, Martin Garrod, on Friday stated that the aim of
his mission was to establish fully stable and united administration
in Mostar by 31 August at the latest. According to Garrod, the
establishment of such administration would enable the withdrawal of

The signing of the agreement 'Joint Action' on 6 August and
the session of the Mostar City Council of 14 August were very
important for the development of the situation in the city, Garrod
said, adding that the election of the city mayor and deputy mayor
was the beginning of the establishment of 'functional
administration'.
The agreement 'Joint Action' which had been signed by Croat
and Muslim representatives in Mostar envisaged that the special EU
representative to Mostar started transferring his duties to the
city administration, including police.
Asked to comment on the Geneva agreement on the dismantling of
the Croat Republic of Herceg-Bosna and the transformation of
several ministries of Bosnia-Herzegovina into federal ministries,
Garrod said that 'the strengthening of the Federation is of
considerable importance'.
According to the Dayton agreement, four ministries of the
Federation of Bosnia-Herzegovina should be located in Mostar.
Garrod announced that talks would be held with the World Bank
on the financing of reconstruction of federal offices in the city.
