MOSTAR, Aug 5 (Hina) - After a whole day of talks with interested
parties, both here in Mostar and in the whole world, no agreement
has been reached, spokesman for the city's EU Administration told a
press conference on Monday evening.
"The Moslems have signed the 'concerted action' agreement and
the Croats were a few words short of signing it," Gasic said.
"Maybe they will do so in the next few hours, but for the
moment, their naswer is NO," he said.
The Agreement contains eight clauses and the sides have
reached complete agreement on all of them, except for a provision
contained in Clause 4.
Under that provision, the local authority would start
functioning within two months no matter whether the Bosnian
Federation Supreme Court had ruled on the Croats' objection
regarding irregularities at the Bonn polling place.
The Croats find it unacceptable that local authority bodies
start functioning before the ruling.
"The compromise was proposed by the European Union and we were
hoping that it would be accepted by both sides. However, there are
no talks at the moment. Special envoy Garrod and the Irish
representative are engaged with reporting the stiuation to the EU
governments," Gasic concluded.
