ZAGREB, July 15 (Hina) - Croatia is satisfied with the process of
peaceful reintegration of the Croatian Danubian area, UN
Transitional Administrator Jacques Klein and his administration,
but it is not satisfied with the speed of return of Croatian
displaced persons and institutions to the area, Croatian vice-
premier Ivica Kostovic said in Zagreb on Monday. #L#
Pointing out that reconstruction had begun in areas of the
pilot programme of return, as well as the clearing of mines of oil
wells in Djeletovci, Kostovic said that several important problems
had remained unresolved.
The legal local authority for the Danubian area existed, but
only in centres in free parts of eastern Croatian counties,
Kostovic said.
As the legal authority existed and worked, the government
could not finance the structure of illegal authority in the
Danubian area, Kostovic said.
The next problem is the removal of mines. Programmes and a lot
of money was needed for this job, which should be ensured by the
international community as well, he said.
Another unresolved problem was the issue of refugees, Kostovic
said, adding that some progress was expected.
At the last session of the Commission for missing persons
which took place in Belgrade, it was agreed that Yugoslav
authorities submit information about all missing persons by 15
August, or 15 September.
The exhumation and identification of victims buried in the
occupied area which was done with the assistance of the UNTAES
would contribute to the finding out of the whereabouts of missing
persons, many of whom were presumed dead, Kostovic said.
He said that there was no question of extending the UNTAES
mandate, especially of a political autonomy, stressing that the
UNTAES had 'forced' the local Serbs to cease speaking about an
autonomy.
As regards the census and preparations for elections, Kostovic
stressed that the Croatian government's stance was that the
elections could take place only in line with the Croatian electoral
law and 1991 census.
