This was the third round of bilateral talks on succession since Sir Arthur Watts was appointed to the post of special negotiator in Bildt's office in Brussels, a statement from the Croatian Foreign Ministry said Friday.
ZAGREB, 12 July (Hina) - The head of the Croatian Office for the
project of succession to former Yugoslavia, Bozo Marendic and the
Office's coordinator for legal issues, Vladimir Djuro Degan, last
Wednesday held talks with Sir Arthur Watts, special negotiator on
succession in the Office of High Representative Carl Bildt in
Brussels. This was the third round of bilateral talks on succession
since Sir Arthur Watts was appointed to the post of special
negotiator in Bildt's office in Brussels, a statement from the

The talks focused on certain aspects and open problems such
as the definition of state property and commitments in the
succession procedure. The Croatian officials stressed the need for
the protection of property until the adoption of the agreement. The
talks also tackled the problem of archives, citizenship and
acquired rights.
Sir Arthur Watts is preparing a framework for joint
negotiations of successor states as well as a draft agreement. He
said that the first draft memorandum on consent would be made
during this month. Negotiations between successor states will
continue in September.
