MOSTAR, Jun 19 (Hina) - Deputy High Commissioner for civilian
affairs in Bosnia-Herzegovina, Michael Steiner, chaired the first
meeting of a joint civilian commission for Sector South in Mostar
on Wednesday.
Speaking at a press conference after the meeting, Steiner
deplored the "counter-productive" absence of Serb representatives
from five Sector South municipalities that belong to the Serb
entity.
Steiner then elaborated on the difficulties facing the
implementation of the civilian part of the peace accord in Bosnia-
Herzegovina.
"The sad fact is that there are less people living in their
own homes now than at the time the Dayton Agreement was signed," he
said.
"So far, the forces of separation have been stronger than the
forces of integration," he said.
One way to counter this trend was to develop mechanisms for
granting financial aid to the regions that cooperated in the return
of displaced people, while withdrawing such aid from regions that
refused to cooperate, Steiner said.
