STRASBOURG, 25 April (Hina) - The president of the International Criminal Tribunal for Former Yugoslavia (ICTY), Antonio Cassese, on Thursday stated that the Federal Republic of Yugoslavia categorically refused to fulfill its
obligations from the Tribunal's arrest warrants. The stance of Republika Srpska authorities deserved strong condemnation, he said.

Criminal Tribunal for Former Yugoslavia (ICTY), Antonio Cassese, on
Thursday stated that the Federal Republic of Yugoslavia
categorically refused to fulfill its obligations from the
Tribunal's arrest warrants. The stance of Republika Srpska
authorities deserved strong condemnation, he said. #L#
Speaking at this morning's session of the Council of Europe
Parliamentary Assembly on the implementation of the Dayton
agreement, Cassese said that four months after the signing of the
Dayton agreements, he was disappointed with that part of the
agreement which related to cooperation with The Hague Tribunal.
Croatia had offered 'partial cooperation' as well as Bosnia-
Herzegovina, he said, adding that the Federal Republic of
Yugoslavia and Republika Srpska refused to cooperate.
'Karadzic and Mladic (the Tribunal issued warrants for the
arrest of the two Bosnian Serb leaders) are even performing their
official duties', Cassese said, adding that sanctions should be
imposed against the FRY and Republika Srpska in case they did not
show willingness to cooperate with the Tribunal.
Speaking about Croatia, Cassese said that 'so far, Croatia has
been stressing that its legislation does not allow it to extradite
the indicted'. He expressed satisfaction at the last week's
Croatian parliament adoption of a law on cooperation with the
Tribunal, 'which the Tribunal had been waiting for for a long
time'.
