STRASBOURG, April 25 (Hina) - UN special rapporteur for human rights, Elisabeth Rehn, on Thursday expressed satisfaction with the fact that heavy violations of human rights in Bosnia-Herzegovina have ceased, but stressed that existent
difficulties still exist.

rights, Elisabeth Rehn, on Thursday expressed satisfaction with the
fact that heavy violations of human rights in Bosnia-Herzegovina
have ceased, but stressed that existent difficulties still exist.

Speaking at the Council of Europe Parliamentary Assembly as
part of the discussion on the implementation of the Dayton peace
accords, Rehn stressed the problem of freedom of expression, the
freedom of movement and the problem of cooperation with the
International Criminal Tribunal for the Former Yugoslavia.
All sides must cooperate with the International Tribunal in
order to substitute collective culpability with individual, Rehn
said.
"I will never accept the fact that all Serbs are guilty for
Srebrenica, nor that all Croats are guilty for something else,"
Rehn said.
She added that the issue of missing persons had to be resolved
and expressed concern with the much too slow return of refugees and
displaced persons.
